tenants benefit from real security and predictability.<\/li>\n<\/ul>\n<p>In return, investors accept stable returns rather than high short-term profits.<\/p>\n<p>The goal is not maximum profitability, but stable, predictable and sustainable income.<\/p>\n<p>Through contractual mechanisms, rent regulation and clear allocation rules, the municipality safeguards the public interest without becoming a developer itself.<\/p>\n<p>This creates a balanced model:<\/p>\n<ul>\n<li>Investors gain security and stability.<\/li>\n<li>The municipality retains strategic oversight.<\/li>\n<li>Residents benefit from affordable and appropriate housing.<\/li>\n<\/ul>\n<p>This project must be initiated and coordinated by the municipality.<br \/>It combines private capital and public responsibility.<\/p>\n<p>No speculation, but partnership.<br \/>No short-term profit, but long-term stability.<\/p>\n<p>This is how we can create housing that remains available for people living year-round in
